The following question and answer will appear in the "Ask Sam" column of the Winston Salem Journal. It is being published by the KV HOA for the information of Kinderton Village residents.

Question

I am puzzled by the new roundabout on 158 at Bermuda Run. It slows traffic down to 20 mph on a thoroughfare, something that cannot be a help even to the residents there who have to wait on slower traffic to pull out. Even more bewildering is the size of the circle and the fact that it is not centered on the road. A driver must virtually turn into Bermuda Run just to continue to go straight. How is this advantageous and is tax payer money financing what seems to be an impediment to traffic flow?

Answer

The Town of Bermuda Run Town Council has for the past ten years, been on record with NCDOT requesting a signalized intersection at Twins Way and Bermuda Run Drive. In each instance, NCDOT has deemed that engineering analysis did not warrant an intersection. Due to increased speed of traffic over the new Yadkin River Bridge and continued planned activities for Twin City Soccer Park, the Bermuda Run Town Council made the decision to work with NCDOT and be proactive rather than reactive. The agreed upon result, based on traffic engineering analysis, was the construction of a roundabout for traffic calming purposes.

As required by NCDOT, the roundabout project went through a competitive bid process, with the low bid at $1.7 million. Since the project is on a US Highway and shares regional traffic flow considerations, the Town of Bermuda Run submitted the project for funding in a Call for Projects through the Winston-Salem Metropolitan Planning Organization, or MPO. The Roundabout Project was one of numerous projects funded by the MPO through Federal Highway funds known as STP-DA funds. The STP-DA funds will pay for eighty percent of the project cost, or $1.4 million. The Town of Bermuda Run will pay for twenty percent of the project cost, or $341,000.

Wake Forest Baptist Announces Start of Phase II Construction of
50-Bed Addition at Davie Medical Center – Bermuda Run Campus

Interview Opportunity: Dr. McConnell and Chad Brown will be available for media interviews today between 1-2:00 p.m. at the Bermuda Run campus. Please RSVP by 11:00 a.m. today if you plan to attend. Renderings of the new addition can be downloaded here beginning at 1:00 p.m.

WINSTON-SALEM, N.C. – Aug. 28, 2015 − Wake Forest Baptist Medical Center today announced the start of construction of a 50-bed inpatient facility at Davie Medical Center − Bermuda Run campus.

Construction of the three-story, 78,220 square foot building will take 18 months, with an opening date expected in spring of 2017. The estimated cost of this addition to the Bermuda Run campus is $47 million.

"In 2008 when we first began discussing the possibility of building a medical facility in the county, it was clear how important it was to Davie County residents and county officials to include an inpatient hospital in any approved project," said John D. McConnell, M. D., CEO, Wake Forest Baptist Medical Center. "We made that promise then to the citizens of Davie County and today we are saying that we are keeping our promise."

The new building relocates inpatient services from the Mocksville campus to the Bermuda Run campus, consolidating services in one location. In addition to 50 general medical-surgical beds, the addition will also have a cafeteria, an inpatient pharmacy and a chapel as well as offices for some Wake Forest Baptist physicians.

“This project has been a true community effort from the start,” said Chad Brown, president, Davie Medical Center. “We have worked closely with county officials and our community advisory group to get their feedback about facilities and services they want to see in the community. This new inpatient wing will offer the community access to health care options previously unavailable in the county. It is wonderful to see these plans come to fruition.”

Wake Forest Baptist will hold an official groundbreaking for the new facility in December and will announce more specific information at that time.

As requested by Pat Russell, President of the Kinderton Village Homeowners Association, I will attempt to share my understanding of the potential development plans for the undeveloped property east of Kinderton Village that extends east to the Twin City Soccer Complex.

This property is owned by Hillsdale Group (Bill Barnett) who at one time owned the property now known as Kinderton Village. For years there has been various rumors of how and when there would be some type of development of this property. The property is NOT within the Town of Bermuda Run town limits. However, the property has been in the the Town of Bermuda Run's Extra Territorial Jurisdiction (ETJ) just as Kinderton Village was prior to annexation into the Town July 2012. ETJ areas are subject to Town Zoning Ordinances. The subject property is zoned as Residential Mix (RM) same as Kinderton Village.

Thank you to Mr. Joseph House for providing the website link in the below message. Accessing this link is the first that I was aware of any specifics of potential development of subject property. Shown is a listing of preliminary applications for financing by the North Carolina Housing Finance Agency. In discussing with Lee Rollins, Town Manager, he indicated that a small percentage of applicants are approved each year.

(Editor's Note: The information contained in the web site referenced in the preceding paragraph can be accessed at http://nchfa.com/forms/forms/rental/2015PreApps.pdf.)

To date the Town has not received a request for a Zoning Permit for development on the subject property. Before a Zoning Permit request would be reviewed by theTown Planning Board and/or the Board of Adjustment, the developer would have had to secure a sewer/wastewater capacity permit approval from the Davie County Board of Commissioners.

I am told that the reason the developer of the NC 801 project withdrew is that the sewer/wastewater permit request was not properly executed.

Lee Rollins is very willing to meet with the KVHOA Boards to discuss any issue that directly and/or indirectly affects Kinderton Village and it's relationship with the Town of Bermuda Run. You would find such discussion to be most informative and your questions would receive candid answers.

All Town Council Meetings are open to the public and are held at the Town Hall. The Council Meeting is held at 7:00 p.m, each 2nd Tuesday of the month. The Agenda Meeting (for the next Council Meeting) is held at 9:00 a.m. each 4th Tuesday of the month. Anyone from the public is given an opportunity to address the Council at the beginning of each meeting.

I trust this has been helpful information. Please contact me anytime.
